PURPOSE:
Developing programs and processes that provide a service to students
and/or other internal College or District customers.
ORGANIZATIONAL
IMPACT:
Advisory
Services or Work Leadership. The
employee provides direct services to customers or collaborates with other
professionals by one or more of the following: - Personally assessing
situations, obtaining necessary information, drawing conclusions and
recommending and/or implementing courses of action in accord with normal
practices and procedures. - Advising or training other professionals. - Helping
organize the activities and output of fellow workers on a day-to-day basis as a
working supervisor or work leader.
DUTIES:*
1.
Maintain
financial control of appropriations and expense allocations; monitor expenditures
against budget to assure compliance with approved budget allocations; advise
Budget Officer/managers of discrepancies and appropriate resolution of
variances; process budget modification requests and documentation to assure
proper assignment of budgets and costs; prepare reports/documentation as
necessary
2.
Assist
in the analysis, organization, planning, presentation, and implementation of
the ACCD annual operating budget; analyze audited District financial
statements, accounting data, financial history, and anticipated economic and
financial developments to determine realistic projections; assist with the
organizing, planning, presentation, and implementation of the annual operating
budget
3.
Provide budget/financial
reports for internal/external use; analyze budget, financial, and statistical
data and prepare statements, reports, and graphic presentations for senior
management consideration and the Board of Trustees; prepare Budget Amendments
and monthly reports for submission to administration and the Board
4.
Advise
or instruct faculty/staff/budget managers in the implementation of budget and
accounting procedures to ensure proper transactions and compliance with
approved budget
5.
Assume
responsibility for budget functions in the absence of the Chief Budget Officer

KNOWLEDGE/SKILLS/ABILITIES:
Knowledge of budgeting and its relationship
to complete financial operations.
Extensive knowledge of accounting systems in general and fund accounting
systems in particular including non-profit, budget, college fund accounting,
GAAP and Coordinating Board requirements, and ACCD computer mainframe systems
Skills in preparation and utilization of
different methods of analysis, basic programming conventions,
uploading/downloading, use of Internet, CWIS, desktop applications including
spreadsheets and databases. Strong verbal/written
communication skills. Must be accurate,
creative, and detail-oriented
Ability to determine most effective forms of
analysis; handle multiple projects/priorities; work irregular hours (nights,
weekends) as required for task completion
LICENSES/CERTIFICATIONS:
Must have a valid Texas Driver's License and
be insurable through ACCD insurers.
JOB

thoughtful reasoning before coming up with approaches or solutions. The search for solutions may be accomplished
relatively quickly. However, the search
may require more study based on standards or approaches defined by management
or the proper professional/technical discipline.

The employee may deal with students or members of the community. The employee must be polite and helpful.

The employee must frequently be in contact with people outside the work

MINIMUM
AND PREFERRED EDUCATION:
Minimum: A Bachelor's
degree
Preferred: A Bachelor's
degree
Specifically, the position requires a
Bachelor’s degree in Accounting, Finance, or Business.
MINIMUM
AND PREFERRED EXPERIENCE:
Minimum: Five to eight
years.
Preferred: Five to eight
years.
Specifically, the position requires a minimum
of five years of experience in functions related to the level of responsibilities
specified.
