PURPOSE:

Developing programs and processes that provide a service to students and/or other internal College or District customers.

ORGANIZATIONAL IMPACT

Expert Services or Work Unit Supervision provided by the employee in one or more of the following:  - Organizing, planning for, developing, and directing a work unit. - Serving as an organization-wide expert in a professional or technical area.

DUTIES:*

1. Resolve student/District staff conflicts/inquiries, establish new accounts, and discuss contracts via telephone and in person.  Act as ACCD Training Institution Official for billing to state agencies.  Review contract provisions to assure appropriate set up of necessary operational accounts.

2. Manage and supervise all internal and external restricted-fund financial matters to include monitoring, collecting, and reporting of restricted-fund programs.  Review grant provisions to assure financial compliance.

3. Manage and reconcile assigned account groups and compile and prepare reports to appropriate agency; coordinate and assist with monthly and yearly reconciliation for the auditors.  Prepare and submit budget for tuition-exempt scholarships; coordinate non-restricted operational budgets.

4. Oversee monthly financial system closing and distribution of monthly departmental reports.

5. Research problems regarding state appropriations; contact hours; and city, state, and federal inquiries.

6. Manage submission of IRS data forms 1098Ts and 1099s.

7. Review operations in office to streamline production.

8. Select, train, supervise, and motivate staff to ensure work area goals are met.

KNOWLEDGE/SKILLS/ABILITIES:

Advanced knowledge of accounting principles as it relates to Accounts Payable, Accounts Receivable, Collections, and Grants/Systems; District mainframe accounting systems (SISPLUS, Advantage, Loan Management System, and HRS) and how they interact.

Excellent organizational and time management skills; good oral/written communication, public relations, and supervisory skills.

Ability to manage complex accounting projects; handle multiple priorities; read and interpret accounting printouts.

LICENSES/CERTIFICATIONS:

Must have a valid Texas Driver's License and be insurable through ACCD insurers.

MINIMUM AND PREFERRED EDUCATION

Minimum: A Bachelor's degree.

Preferred: A Bachelor's degree.

Specifically, the position requires a Bachelor’s degree in Business Administration with a concentration in Accounting.

MINIMUM AND PREFERRED EXPERIENCE

Minimum: Five to eight years.

Preferred: Nine to twelve years.

Specifically, the position requires a minimum of five years of experience related to the duties and level of responsibilities specified.
