PURPOSE:

Developing programs and processes that provide a service to students and/or other internal College or District customers.

ORGANIZATIONAL IMPACT

Expert Services or Work Unit Supervision provided by the employee in one or more of the following:  - Organizing, planning for, developing, and directing a work unit. - Serving as an organization-wide expert in a professional or technical area.

DUTIES:*

1. Act as the workforce development liaison with local corporate partners.

2. Work as a member of a workforce development team responsible for a comprehensive approach to corporate community college services which meets the needs of corporate workforce training.

3. Provide project leadership and supervision to assure that the mission of workforce development and educational excellence of ACCD meet the corporate needs of the community.

4. Provide leadership and vision for identifying the needs of an ever-changing market place and provide the vision of the ACCD into the corporate workplace.

5. Assess the occupational and educational skills training needs of the corporate clients.

6. Develop outcome-based criteria that demonstrates skills-based enhancement and cost effectiveness to the corporate community.

KNOWLEDGE/SKILLS/ABILITIES:

Expertise in program/grant management (with preference given to grant management), training, and workforce development programs; comprehensive understanding of community and corporate relationships with specialization in human resource development.

Skills in interpersonal management, budgeting, and problem solving.

Ability to communicate effectively both orally and in writing; plan effectively; and supervise leadership training in an educational setting

LICENSES/CERTIFICATIONS:

A valid Texas Driver’s License.  Must be insurable through ACCD insurers.

JOB EMPOWERMENT

The employee works to achieve specific function-level goals within the framework of existing policies, principles, or theories.  The employee decides how to spend his/her own time or subordinates' time to reach these goals.  The employee is typically expected to provide periodic status reports (for example, weekly, monthly, or quarterly) to management only as appropriate.

The primary results expected of the employee are professional or management services.  The employee designs and implements formal programs or policies OR provides leadership and expert advice to other professionals.  This capability generally requires formal education such as college degree, or equivalent, or advanced vocational skills supplemented by several years of progressive professional/technical development on the job.

The job requires dealing with issues or problems involving careful interpretation, analysis, and diagnosis.  The employee typically must identify relevant information to develop solutions or approaches OR the employee may be responsible for developing solutions which usually require in-depth analysis.

STUDENT/COMMUNITY INTERACTION

The employee often deals with students or members of the community.  The employee must have skill to understand and influence others.
 
 
 
 

CONSTITUENT RELATIONSHIPS

The employee is required to have highly developed interpersonal skills for dealing with sensitive, emotional, or potentially controversial interpersonal situations.  Works with others to overcome resistance, change behavior, or motivate subordinates (i.e., management of employees).

MINIMUM AND PREFERRED EDUCATION

Minimum: A Bachelor's degree.

Preferred: A Master's degree or equivalent.

Specifically, the position requires a Bachelor’s degree in a related field, such as business management, OR years of practical experience may be substituted for formal education on a year-for-year basis (after completion of 60 college hours of formal education).  Technical Occupation certification in Aerospace, Biotechnology, and Security Information Systems, if applicable, is highly preferred.

MINIMUM AND PREFERRED EXPERIENCE

Minimum: Three to four years.

Preferred: Five to eight years.

Specifically, the position requires experience in small business management or an entrepreneurial background in the related training cluster area of assignment (Aerospace, Biotechnology, or Security Information Systems).
