DESCRIPTION OF WORK:
|
Provides leadership, direction and expertise to Accounts Receivable staff to ensure billings and collections are timely and correct This position is a key manager in the Finance & Fiscal Services department. |
EXAMPLES OF DUTIES:*
1. Plans, organizes, and coordinates business office functions, contract billing, tuition vouchers, refunds, and contracts; set contractor and customer tables.
2. Develops and maintains student, loan monitoring, and finance systems and assists with the implementation of new programs and operating on-line system(s). For example: analyze, design, and develop student system so that it supports third party vendors and students sponsored by various grants to include Continuing Education and credit.
3. Provide leadership, direction and expertise to Accounts Receivable staff to ensure billings and collections are timely and correct. For example: ensure policies and procedures are being followed for appropriate state funding and regulations for safeguarding the Districts assets and accounting for revenue in accordance with General Accepted Accounting Principles (GAAP). Work with internal and external contacts to help each college achieve their determined goals.
4. Initiates and develops accounting operational procedures for all colleges.
For example: review/interpret grant contract documentations to ensure appropriate accounting and reimbursement.
5. Prepares internal and external reports as needed for all levels of management.
For example: default rates and bad debt expense analysis for loan program and third party receivables, the general ledger accounts for scholarships.

QUALIFICATIONS
Knowledge of government accounting principles and practices
Knowledge of management report preparation and analysis
Knowledge of process analysis and improvement
Knowledge of financial systems development and maintenance
Ability to manage, motivate, coordinate, and monitor staff effectively
Ability and skill to organize and manage projects
Ability to develop, document, interpret and train others on acct. policies and procedures
Analyze and implement solutions to complex accounting issues
Communicate effectively orally and in writing
Establish cooperative working relationships in the course of performing assigned duties
EDUCATION, TRAINING & EXPERIENCE
A Bachelor degree in Accounting, Finance, or related discipline is required
A minimum of three (3) years of experience in government, fund or financial accounting is required

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
