OPERATING TITLE:  VICE PRESIDENT FOR ACADEMIC AND STUDENT SERVICES

                                                             CLASS CODE:  4321

 

 

DESCRIPTION OF WORK

 

General Statement of Duties:  Performs work of unusual difficulty in planning, managing, and directing the areas of arts and sciences; occupational/technical education; learning resources; extended services; program development; and social, cultural, recreational, and administrative activities of various student groups and student service bodies.

 

Supervision received:  General direction from the President of the College.

 

Supervision exercised:  Oversees the work of college administrators (i.e., Directors) and their direct reports.

 

 

EXAMPLES OF DUTIES*

 

Interprets academic standards and policies of the college to students, faculty, administrators, and the general public.

 

Serves as chief academic and student affairs officer at the college level in the absence of the President of the College.

 

Develops class schedules each semester, including rendering decisions on retention/deletion of classes and student class loads.

 

Provides classroom assignments and facility use inventorying for maximum space utilization.

 

Participates in development of academic division personnel policies and procedures for District and/or college through monitoring of, and recommendations on, promotion guidelines and faculty substitute pay policy.


Interviews and evaluates credentials of prospective faculty; recommends salary scale placement of new faculty; recommends hiring of new employees and initiates or reviews actions for terminations.

 

Monitors professional development activities for faculty.

 

Supervises divisions of arts and sciences, occupation/technical education, extended services, program development, learning resources, faculty development, registration, admissions, counseling, health services, student activities, athletics, and student personnel programs.

 

Formulates policies on registration, student admission, re-admission, denial of admission, late registration, grade changes, other appeals of college policies.

 

Counsels and advises on personal problems, educational and vocational objectives, social and recreational activities, and financial assistance.  Directs and assists in planning social, recreational, and curricular programs.

 

Acts as ombudsman in resolving grievances of students, faculty, etc., before official grievance procedure stage.

 

Formulates department policies and procedures in interpretation and execution of District policies.

 

Plans, develops, administers budget of department to ensure operation within financial constraints.

 

Supervises preparation of academic calendar and college catalog.

 

Coordinates operation of Office with other administrative offices.

 

Serves as foreign student advisor and maintains liaison with Immigration and Naturalization Service.

 

May serve on numerous committees within the College District.

 

May represent the college to American Association for Higher Education (AAHE), Texas Junior College Athletic Association, and other agencies.

QUALIFICATIONS FOR APPOINTMENT

 

Knowledge, Skills, and Abilities:

 

Comprehensive knowledge of college administration.

 

Understanding knowledge of federal and state legislation on employment practices.

 

Comprehensive knowledge of Student Affairs practices and principles.

 

Good knowledge of principles and practices of budgeting in academic (college/university) environment.

 

Comprehensive knowledge of or ability to learn and implement District/college policies and procedures.

 

Ability to establish and maintain effective working relationships with staff, faculty, and the public.

 

Ability to organize and direct major work operations and work under pressure of deadlines.

 

Ability to communicate effectively both orally and in writing.

 

 

EDUCATION

 

Master's degree required.  Doctorate strongly preferred.

 

 

EXPERIENCE

 

Substantive experience in college/university administration including supervisory experience and teaching at the college/university level.  Additional experience in counseling and/or student affairs is highly desirable.
