PURPOSE:
Performing administrative and supervisory work directing and overseeing the development and completion/implementation of a quality business solution in an enterprise-level business domain.
ORGANIZATIONAL IMPACT
Expert Services or Work Unit Supervision. The employee provides direct services to customers or collaborates with other professionals by one or more of the following: - Personally assessing situations, obtaining necessary information, drawing conclusions and recommending and/or implementing courses of action in accord with normal practices and procedures.
DUTIES:*
1. Lead overall project planning efforts; developing detailed project planning documents (e.g. work schedules, resource allocations, software installation and testing, etc.) to meet the goals of the project.
2. Take primary responsibility for insuring that project needs and requirements are addressed and are completed within established project constraints
3. Collaborate with developers, contractors, trainers, stakeholders, project team members, and “power users” to negotiate achievable commitments and results.
4. Create and maintain project plans with associated resources, milestones and time line needed to complete projects
5. Develop and maintain project risk assessment and mitigation, communication and change management plan
6. Obtain commitments to the requirements from all project stakeholders and manage expectations throughout the project life cycle
7. Ensure all project participants are aligned on the goals and understand the criteria for success
8. Coordinate the kickoff and ongoing team meeting, prepare agendas, lead the discussions, motivate tam members, and ensure meeting minutes are available for the project team
9. Work with project team, District, and Colleges to analyze project problems and issues, develop recommendations for solutions to resolve project execution issues
10. Maintain a project issues log, documenting and tracking issue as they arise; escalate urgent or difficult-to-resolve issues to the Vice Chancellor, project sponsors and management
11. Monitor and review the design process, implementation, testing progress, and
delivery; ensure associated plans are documented and on target
12. Identify and manage the critical path to ensure that committed milestones are achieved. Generate project progress reports and make presentations to stakeholders, senior project management and others as required.
13. Reassess project timelines, resource allocation and deliverables if critical path is at risk or compromised
14. Sign off on all project deliverables.
15. Attend weekly meetings with Executive Committee for the TITAN Project which consists of the VC for Administration and appropriate College Staff and Department Directors.
16. Manage a project team of appropriate full-time technical and business staff assigned from administrative areas.

KNOWLEDGE/SKILLS/ABILITIES:
Experience in ERP systems (i.e. SCT Banner, SAP, PeopleSoft) preferred
Demonstrated ability to manage large, complex technology projects involving multiple stakeholders
Solid understanding of Project Management Body of Knowledge (PMBOK) discipline (Scope, Time, Cost, Quality, Human Resources, Communications, Risk Management, Change Management, Procurement)
Experience or working knowledge of college/university administrative processes a plus
Demonstrated ability to overcome obstacles and negotiate resolutions to complex problems
Highly computer-literate with practical experience utilizing MS Project and other project management tools
Excellent skills in organization, oral/written communications, and facilitation
Ability to respond effectively to sensitive inquiries, interact at a professional with employees to include administrators, faculty, staff and the public, and work in a team environment.
LICENSES/CERTIFICATIONS:
This position
requires a valid Class "C" Texas Driver's License or obtain a valid Class "C" Texas Driver's
License within thirty (30) days after becoming a resident of the State of
Project Management Professional (PMP) certification

However, the search may require more study based on standards or approaches defined by management or the proper professional/technical discipline.

The employee may deal with students or members of the community. The employee must have skill to counsel, educate and influence others.
CONSTITUENT RELATIONSHIPS
Interpersonal skills are absolutely critical in achieving desired outcomes and success or failure is dependent on the employee’s ability to motivate or persuade others. The employee must have the ability to lead negotiations in a highly competitive or adversarial environment.
MINIMUM AND PREFERRED EDUCATION
Minimum: A Bachelor’s degree
Preferred: A Master’s degree in Business Administration
MINIMUM AND PREFERRED EXPERIENCE
Minimum: Five to eight years of project management experience including major enterprise resource planning (ERP) system implementation
Preferred: Eight or more years of project management experience including major enterprise resource planning (ERP) system implementation
