TITLE: ASSOCIATE VICE CHANCELLOR OF FACILITIES
OPERATIONS AND CONSTRUCTION MANAGEMENT

DESCRIPTION OF WORK
General Statement of Duties: Supervises and coordinates District construction programs and schedules; directs the daily operations of the Facilities Department, supervising managerial and support personnel; monitors the operation of central utility plant, facility and grounds maintenance programs and projects, architectural and design activities, etc.; develops physical plant operational and administrative systems and procedures; represents District’s interests in meetings with external architectural, engineering, construction, contracting, and management firms; establishes short and long term departmental goals, objectives, and budgetary needs; oversees the District facility emergency program; and supplies technical advice, expertise, and recommendations as required.

EXAMPLES OF DUTIES*
Supervises, plans, and coordinates the District construction programs and schedules to assure compliance with constructing program requirements, budgets, and construction codes and standards.
Plans, organizes, and directs the day-to-day operation of the Facilities Department, monitoring design, construction, renovation, engineering, utility, and maintenance programs, projects, and activities.
Directs and supervises Facilities managerial and support personnel:
a. Assures quality managerial staffing certifying qualifications are in accordance with or exceed District requirements.
b. Provides staff with direction, guidance, training, coordination, and consultation.
c. Supplies legal, design, and technical advice and recommendations.
d. Advises staff as to problem solving approaches and techniques.
e. Answers questions and resolves problems as required.
f. Evaluates performance of subordinates.
g. Coordinates professional and staff development activities.
h. Conducts regular departmental management meetings.
Evaluates and monitors the operation central utility plants, facility and grounds maintenance, construction and renovation programs and projects, architectural and design activities, etc., to assure integrated, timely, efficient, and cost effective departmental functioning consistent with stated District goals and objectives.
Develops and updates physical plant systems and procedures, maintaining awareness of engineering, architectural, construction, and maintenance trends, developments, laws, and practices, to assure operational effectiveness, legal compliance, and state of the art Physical Plant programs.
Assures departmental administrative functioning, establishing a viable organization with effective lines of communication, appropriate support systems, and required recordkeeping systems and procedures.
Meets with external architectural, engineering, contracting, and management firms and personnel to negotiate and establish parameters to assure an integrated, feasible, and cost effective approach toward implementing planned and projected capital projects. Reviews and approves contract additions and modifications, bid request specifications, and requests for proposals. Plans and designs, as required, capital buildings, utility distribution systems, major renovation projects, etc.
Analyzes District goals, objectives, and needs to plan and recommend projected future design, construction, renovation, maintenance, and utility plant programs and projects. Establishes short- and long-term goals, departmental aims and objectives, and the policies, systems, and procedures required to successfully implement the stated goals and objectives.
Prepares, recommends, and assures conformance with Facilities budgets. Oversees and monitors the proper and appropriate usage of funds, personnel, equipment, supplies, etc. Develops appropriate documentation systems, procedures, and records to assure program and project completion within fiscal constraints.
Establishes and oversees a 24-hour/365-day facility emergency program designed to assure positive and prompt investigation and response to real or potential danger situations.
Attends Board, administrator, and management meetings to discuss departmental program/project status and future departmental plans and recommendations, and to supply advice and technical expertise as required.
Performs special projects and assignments as requested by the Vice Chancellor for Finance & Administration.

QUALIFICATIONS FOR APPOINTMENT:
Knowledge, Skills, and Abilities (KSAs):
Comprehensive knowledge, demonstrated through direct experience, of Physical Plant operations, principles, practices, and procedures. Knowledge of a broad range of related disciplines including electrical, mechanical, civil, and architectural engineering. Demonstrated knowledge of construction and national codes related to building, mechanical, and utility systems.
Demonstrated skills in the principles and practices of supervision, management, budgeting, problem solving, negotiation, and decision making.
Administrative, interpersonal, organizational, coordinative, and communication skills with the ability to plan and manage complex programs and projects. Must be innovative, creative, and resourceful.
EDUCATION
A Bachelor’s degree in Engineering, Public Administration, or Business is required. A Master’s degree or State registration as a Professional Engineer is preferred.
EXPERIENCE
Ten (10) years of progressively responsible experience in construction and/or facilities operations, preferably in a publicly funded college or university setting. Management experience in the areas of responsibility is preferred.
