JOB DESCRIPTION

TITLE:  ASSOCIATE VICE CHANCELLOR FOR EMPLOYEE SERVICES

Class Code:  4366

 

 

PURPOSE AND SCOPE:

Provides vision, innovation, and leadership for the administration, planning and management of a district-wide comprehensive Employee Services program including employee recruitment and selection; diversity initiatives; compensation; employee benefits; professional development; collaborative policy development; organizational design; employee relations; and electronic human resources record collection, processing, and record keeping system.  Leads the development of cooperative system-wide programs, policies and diversity initiatives to recruit and retain outstanding people and develops ACCD as a “Best Place to Work.”  Collaborates with executive team members, faculty, and staff to further the vision of the Alamo Community Colleges and to create and support student success.

Reports to:  Vice Chancellor for Administration

Supervises:  Upper level managers and support staff

ESSENTIAL JOB FUNCTIONS:

·        Develops and maintains an environment of hospitable, timely responsiveness to employee requests and issues such as pay questions

·        Provides counsel and assistance to administrators, managers and staff on issues relating to staffing, classification and compensation, benefits, employee training and development, team building, conflict resolution, employee assistance, and compliance with state and federal personnel laws

·        Ensures consistent and equitable administration of, interpretation of, and compliance with board policies, administrative regulations, state and federal laws and regulations relating to human resources

·        Manages effective solutions for grievances and legal matters

·        Leads development of organizational, leadership, partnership, and diversity initiatives which promote a culture of performance measurement, timeliness, and accountability

·        Leads the strategic human resource planning process to identify emerging trends which may impact the responsiveness of the organization

·        Cultivates and maintains information sources that will provide a continuing flow of current, reliable information on human resources issues, competitive practices and salaries, and changes in the labor market

·        Coordinates the development of appropriate data collection and reporting procedures to ensure adequate information is available for Human Resource planning and for compliance with federal, state, or other legal reporting requirements

·        Supervises, evaluates, and provides professional development for assigned managers and staff

·        Prepares and manages Employee Services budget, including staff assignments

·        Represents the District interests to the community and external organizations

·        Performs related duties as assigned

QUALIFICATIONS FOR APPOINTMENT

  • Extensive knowledge of the human resources field;  knowledge of current principles, practices, and trends in leadership, mediation, organizational development and management as they apply to human resources administration, federal laws, codes and regulations covering personnel areas for higher educational institutions or other large public employers; trends and developments in the technologies related to human resources
  • Proven track record of performance results
  • Thorough knowledge of utilizing effective business practices and policies to enhance human resources programs
  • Excellent oral and written communication skills
  • Ability to establish and maintain effective working relationships with a variety of individuals and groups using collaboration, facilitation, conflict resolution, and problem solving skills
  • Ability to use an integrated data base system, software tools, and electronic data transfer and imaging systems
  • Ability to work in an environment of shifting priorities and tight time schedules

EDUCATION

Bachelor’s degree in Human Resources, Business or Public Administration or related area required.  A Masters degree in Human Resources or related field is preferred.  PHR/SPHR certification preferred.

EXPERIENCE

Seven years demonstrated effective leadership in the management of human resources functions in a complex organization.

PHYSICAL REQUIREMENTS:
