OPERATING
TITLE: DEAN OF WORKFORCE DEVELOPMENT

DESCRIPTION OF WORK
General Statement of Duties: Performs work of unusual difficulty by providing direction for planning, developing, and administering programs which deliver workforce education and training in response to the educational needs of the community.
Supervision received: Administration direction from the Vice President
Supervision exercised: Upper-level manager
Responsible to: Academic Vice President
EXAMPLES OF DUTIES *
Provides leadership and vision to create and implement a strategic plan for credit and non-credit workforce education programs in collaboration with faculty and staff.
Leads the strategic planning process for systematic program review.
Supervises hiring, evaluation, and professional development of faculty and staff.
Develops
and maintains partnerships with cooperating agencies in administering programs
to ensure the needs of area businesses and credit and non-credit students are
met.
Coordinates with academic leaders on future and current development of curriculum, area plans, and budgets for workforce academic programs.
Leads the planning, budgeting, and evaluation of workforce programs to include developing revenue goals, reviewing expenditures, and maintain direct supervision of the budgetary process.
Develops and maintains positive relationships
with the Coordinating Board, community, business, ISDs
and other educational institutions, local workforce development board, Texas
Workforce Commission and other organizations regarding workforce programs.
Publicizes
and promotes workforce programs in the College and the community.
Represents the College in workforce development efforts being pursued in the local community and within the District.

QUALIFICATIONS FOR APPOINTMENT
Knowledge,
Skills, Abilities (KSAs):
Demonstrated knowledge of and success in college administration.
Knowledge of workforce education curriculum and program development and
evaluation.
Demonstrated knowledge of planning, monitoring, accounting, and budgeting in an academic environment.
Experience in non-credit revenue-based programs, RFP process, and contract negotiations.
Knowledge
of Texas Higher Education Coordinating Board, Workforce Education Course
Manual, Texas Workforce Commission, Southern Association of Colleges and
Schools, and Alamo WorkSource.
Highly developed ability to establish and maintain positive and effective working relationships with District employees, students, and the public.
Ability to communicate effectively, both orally and in writing.
Ability to organize and direct major work operations and work under pressure of short deadlines and a creative and entrepreneurial spirit.
EDUCATION
Master’s degree in Education, Business, or a related area is required. Doctorate is preferred.
EXPERIENCE
Five years of experience in
college administration and workforce program development with a record of
increasingly broad responsibilities.
PHYSICAL REQUIREMENTS
Regular and recurring work is performed in a work environment that involves normal everyday low risks or discomforts typical of offices. Work areas area adequately lighted, heated, and ventilated.
