ORGANIZATIONAL CHANGE
&
DEVELOPMENT

DESCRIPTION OF WORK
General Statement of Duties: Performs and/or oversees strategic,
broad-impact change management initiatives, systems applications design,
financial analysis, reporting, and systems development; prepares and overseas
and implementation process.
Supervision received: Administrative Direction
Supervision exercised: Upper level manager
RESPONSIBLE TO: Vice Chancellor for Administration
EXAMPLES OF DUTIES*
Manages, organizes, coordinates and leads all aspects of the Organizational Change & Development (OCD) unit including: seeking appropriate professional consultants and service delivery vendors for implementing new technologies/systems to improve efficiency and effectiveness of existing and new administrative services at ACCD.
Responsible for the recruitment and hiring all additional staff to work with the other OCD staff and consultants to identify and complete alternate staff development strategies, evaluation criteria, job assignments, work priorities and implementing changes to improve productivity and increase efficiency throughout administrative work units of ACCD.
Serves as liaison for the Vice Chancellor for Administration (VCA) to the colleges and VCA’s functional services in the area of Change Management.
Facilitates the local community in all aspects of change initiatives and information technology as well as assisting in the coordination of campus initiatives using information technology and operations changes.
Develops detailed business cases to justify the needs, benefits and cost savings of change.
Develops high level operating models that define the future organization capabilities (e.g. organization structure, processes, and systems).
Analyzes, designs, and implements internal operations and financial/HRIS reporting systems, policies, and procedures.
Participates as a member of the VCA's management team in strategic planning, problem resolution, and reviewing divisional and District-wide performance. Assist in the implementation of long-term strategic and financial plans for the District to achieve:
· State-of-the Art: maintain currency of knowledge with respect to relevant state-
of-the-art technology, equipment, and/or systems; and
· Technology Adoption: focused on the people issues associated with technology implementations.
Works with the District and colleges central information team to coordinate new system development and improvements to existing systems; help draft short and long-term plans for the evolution of the technological infrastructure; serve on committees for on-going analysis of system improvements for end users.
Works with end users to define and review all training, communication and performance goals and strategies.
Responsible for the design of training, communications, and performance support standards and deliverables; ensuring that the training, performance support, communication, and organizational designs fulfill the requirements and complement each other without duplicating efforts.
Manages the training, performance support, and organizational analysis, design, and team-building efforts.

QUALIFICATIONS FOR APPOINTMENT
Knowledge, Skills, and Abilities:
Ability
to represent the Vision of the District to foster change in operational
departments; interact effectively with professional colleagues, both
inside and outside the District; build and use effective working relationships
within own department and across other reporting lines
Knowledge and demonstrated experience with
major software systems; computer proficiency including working knowledge of
Micro Soft Office Suite.
Demonstrated customer service skills to include
excellent oral and written communication skills
Demonstrated success initiating and managing successful change initiatives; demonstrated experience promoting innovation.
Effective
organizational skills required including a demonstrated ability to accomplish
both broad, visionary assignments as well as complex, detailed projects on a
timely basis; strong conceptual, creative, and problem solving skills along
with strong strategic thinking and execution abilities.
EDUCATION
Minimum: A Bachelor's degree in Business
Administration, Management, Accounting or a related field.
Preferred: A Master’s degree in Business
Administration (MBA), Management, Accounting, or a related field.
EXPERIENCE
Minimum: Seven
(7) years of progressively responsible experience
in consulting, business operations, accounting/finance, information technology,
human resources or purchasing and inventory operations.
Preferred: Ten (10) years of
related experience as described above with five (5) years of experience in a
higher education or non-profit environment.
