TITLE:  DISTRICT DIRECTOR OF INFORMATION TECHNOLOGY SERVICES

Class Code:  4383

 

 

DESCRIPTION OF WORK

 

General Statement of Duties:

Responsible for the effective planning, monitoring, execution and assessment of service delivery of the District Information Technology Services department whose realm of responsibility includes support and maintenance of the enterprise network infrastructure, enterprise administrative, instructional and client information systems, telephony, desktop support and helpdesk services.  This position is strongly focused on ensuring a high quality, transparent and client service oriented IT organization.

 

Supervision received:  Executive direction

 

Supervision exercised:  Upper level management

 

RESPONSIBLE TO:  Vice Chancellor for Planning, Performance, and Information Systems

 

 

EXAMPLES OF DUTIES*

 

Collaborates with District and College administrative, academic and information technology units for the delivery of automated solutions that provide efficiency and economy to ACCD.

 

Plan and manage a complex and integrated program of information technology.

 

Evaluate the feasibility, merits, and costs of information systems projects.

 

Anticipate conditions, plan ahead, establish priorities, and meet schedules.

 

React independently and promptly to situations and events.

 

Recognize critical elements of problems, develop and evaluate data, determine solutions, and make logical recommendations.

 

Fosters a culture that promotes superior service and customer satisfaction.

 

Evaluates vendor proposals for purchases of hardware, software, and technical services to assure adherence to technical specifications and to assure that expenditures are the best interest of the District.

 

Evaluates staff training and development needs and plans training and educational opportunities which will enable staff to maintain and upgrade technical skills.

 

Monitors the progress of major projects through various stages and makes adjustments to schedule or scope of work as needed.

 

Prepares correspondence, reports, and presentations regarding the information systems of the District.

 

Assures that reasonable and responsible levels of internal controls exist in ITS processes.

 

Represents the District at professional and national meetings.

 

Assures currency and compliance of enterprise hardware and software.

 

Prepare project task lists and assign tasks to team members.  Mentor team members. Communicate project progress and issues to management in a timely fashion.  Communicate team member performance to management.

 

Administers the ITS budget and ensures fiduciary responsibility.

 

Maintains technology and information policies and procedures that safeguard ACCD assets.

 

Performs additional duties as assigned.

QUALIFICATIONS FOR APPOINTMENT

 

Knowledge, Skills, and Abilities:

 

 

Comprehensive knowledge of District policies and procedures

 

Comprehensive knowledge of principles and practices of management information systems (MIS) or electronic data processing

 

Project management expertise.

 

Knowledge of federal and state fair employment practices

 

Thorough knowledge of principles and practices of budgeting in an academic (college/university) environment

 

Ability to lead a comprehensive ITS management team to include recruiting, hiring, and training

 

Ability to communicate effectively, both orally and in writing

 

Ability to establish and maintain effective working relations with District administrators and faculty

 

 

 

EDUCATION:

 

A Bachelor’s degree in Computer Science, Management Information Systems, or a closely related field, such as Mathematics, Public Administration, or Business Administration.

 

EXPERIENCE:

 

Ten (10) years of experience in design, implementation, and administration of management information systems (MIS), including five (5) years at the managerial/supervisory level.

 

 

PHYSICAL REQUIREMENTS:
