POSITION DESCRIPTION

 

 

 

TITLE: COMPTROLLER

 

CLASS CODE: 4390

GRADE:  ADMINISTRATOR/E

FLSA STATUS: EXEMPT

 

 

DESCRIPTION OF WORK:

 

Primarily responsible for supporting the Associate Vice Chancellor for Finance and Fiscal Services in the administration of the District’s financial and business services which includes accounting, finance, cash management, payroll, grant management, accounts payable, accounts receivable, fixed assets, construction, auxiliary, and the general ledger.

 

EXAMPLES OF DUTIES:*

1.      Plans, administers and controls directly or through delegation the functions of General Accounting and other administrative systems including: grants and contract accounting, accounts payable, payroll, accounts receivable and billing, travel, cash management, investments, tax audits, capital financing, capital assets, Auxiliary, Foundation or Construction

 

  1. Provides direction, coordination, facilitation, monitoring, planning, training, evaluation, and related services to internal staff and other division and district-wide stakeholders as appropriate as these services pertain to institutional financial accounting, analysis, and business support functions

 

  1. Supervises, trains, and evaluates assigned staff

 

  1. Develops, maintains and executes, through the District’s financial advisor, bond counsel and investment bankers, a capital management financing plan and is responsible for the related investment recommendations and internal controls for capital investing.  Accountable for the protection of the cash assets of the District while maximizing return on investment and minimizing risk in compliance with state law.

 

 

  1. Directs preparation of periodic financial compliance and management reports, which are used to assist senior management and the Board of Trustees in the financial management of the District. Responsible for fund integrity and proper fund management for all district monies to insure compliance with applicable federal and state laws, legislative requirements and District policies and procedures

 

  1. Coordinates the preparation of district financial statements and comprehensive annual financial report.  Support internal and external audit request, formulate responses to audit findings, and implement necessary corrective actions

 

7.    Directs and oversees appropriations and grants reporting and compliance activities

QUALIFICATIONS

Government accounting principles and practices (for Comptroller overseeing financial reporting and general accounting; preferred for other Comptrollers

 

Considerable knowledge of District, State and Federal policies and procedures related to the administration of Public Funds (for Comptroller overseeing financial reporting and general accounting; preferred for other Comptrollers).

 

Process analysis and improvement

 

Considerable knowledge in finance and capital markets. Preferably in municipal setting with a detailed knowledge of treasury functions, taxation, bonded indebtedness, and accounting and financial reporting requirements.

 

Ability to manage, motivate, coordinate, and monitor staff effectively

 

Organize and manage projects

 

A thorough knowledge and understanding Finance; preferably of educational institutions and how financial decisions and policies impact student operations and instructional areas is essential

 

Analyze and implement solutions to complex accounting issues

 

Communicate effectively orally and in writing. Demonstrated effective leadership and administration in a management position (preferably on a college or university campus)

 

Establish cooperative working relationships in the course of performing assigned duties

 

EDUCATION, TRAINING & EXPERIENCE

Master degree in Accounting, Finance or a related discipline is required

 

A minimum of ten (10) years of supervisory experience in government, fund and/or financial accounting is required

 

LICENSING REQUIREMENTS

Certified Public Accountant (CPA)

 

 

PHYSICAL REQUIREMENTS

Sedentary Work:  Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
