TUITION AND FEES EXEMPTION FOR STUDENTS WHO ARE BLIND OR DEAF
Texas Senate Bill 183 was implemented September 1, 1993 making students who meet the state criteria for being either Deaf or Blind eligible for an exemption from paying tuition and fees at any state college or university.

To be eligible, a student must:

  1. have either a high school diploma or General Equivalency Diploma (G.E.D.) and
  2. Be either Deaf or Blind as defined by the state code.

Applications are processed by different agencies and have specific requirements for eligibility. Students are responsible for applying for these exemptions and submitting any required documentation in a timely manner. It may take several weeks to receive notification of eligibility, therefore the student should plan accordingly.

The Certificate of Blindness is provided by the Texas Department of Assistive and Rehabilitative Services - Division for Blind Services.

The Certificate of Deafness is provided by the Texas Department of Assistive and Rehabilitative Services - Office for Deaf and Hard of Hearing Services (DHHS). Applications are available by:

To claim tuition and fees exemption:

  1. Register for classes; then
  2. Take COPY of Certificate to SAC Bursar's Office, Fletcher Administration Center, Room 201.

NOTE: Keep your original certificate in a safe place and provide copies the Bursar each semester you register.
