In the spring of 2003 Cynthia Price, then president of Staff Council, recognized a need for leadership training. She approached San Antonio College president, Dr. Robert Zeigler and executive vice president, Dr. Thomas Hoy with the need to provide staff leadership training. With the suport of Dr. Zeigler and the support and guidance from Dr. Hoy, the Staff Leadership Certification program began on October 18, 2003 with an orientation. The program was developed by the Continuing Education Network Training department as a 48 hour program consisting of twelve 4-hour classes which met two Fridays a month from 1:00 pm to 5:00 pm except in December. The program included a mentoring component as well. In spring 2004, the first leadership cohort graduated with 28 participants.

By spring 2005, the leadership program had 86 graduates. In 2007 the program was dedicated to Dr. Thomas Hoy for his support of staff professional development.
