OPERATING TITLE: DISTRICT TREASURER

DESCRIPTION OF WORK
General Statement of Duties: Performs work of considerable difficulty in the planning and managing of institutional financial operations. The position is primarily responsible for the oversight and investment of the College’s Endowment Fund, investment of short-term cash, banking operations, the primary liaison with investment managers and investment consultants retained by the District, the management of institutional debt and the District’s taxing function. The position has responsibility for the registration function from a financial perspective and oversight of the District-wide bursar operations.

Vice Chancellor for Fiscal Affairs
EXAMPLES OF DUTIES*
Daily supervision of cash flows to ensure sufficient levels are maintained at the depository for payment of District liabilities.
Continuous coordination with the depository for services received in the areas of demand deposits, commercial cash services, automated clearing-house services, funds transfer services, custody services, and on-line information reporting services.
Investment and management of short-term cash in accordance with the District’s investment policy.
Oversight of the District’s equity money managers who invest Endowment funds and distribution of income to financial aid funds.
Management of institutional debt that includes payment of debt service and setting of interest and sinking fund tax rates.
Computation of maintenance and operations tax rate and management of tax collections during the year.
Undertake and/or assist in financial operations improvement projects such as researching and modeling of alternative approaches.
On-going comparison of current operations to other institutions, associational studies, and newly published models.
Participation in the annual closing of the accounting records and preparation of audit schedules.

QUALIFICATIONS FOR APPOINTMENT
Knowledge, Skills, Abilities (KSAs):
Considerable knowledge of the principles and practices of accounting and financial management.
Considerable knowledge of financial internal control systems.
Ability to communicate effectively both orally and in writing.
Ability to exercise excellent human relations skills in establishing and maintaining effective working relations with District employees and the public.
LICENSES/CERTIFICATIONS
Certified Public Accountant’s certification required.
EDUCATION
Bachelor’s degree in Accounting, Finance, or Business Administration. Master’s degree preferred.
EXPERIENCE
Ten years of experience in financial management or accounting, preferably in higher education, OR five years of experience with the Master’s degree. Supervisory experience is desirable.
