OPERATING TITLE: DIRECTOR OF COUNSELING/SVCS TO SPEC POPULATIONS

DESCRIPTION OF WORK
General Statement of Duties: Performs work of considerable difficulty in planning, managing, and directing the Services to Special Populations division of the Student Services Department.
Supervision received: Administrative direction
Supervision exercised: Upper level manager
Responsible to: Vice President for Student Services
EXAMPLES OF DUTIES*
Plans, develops, and administers a program of specialized guidance and counseling services for disadvantaged students.
Plans, prepares, and administers operating budget of Special Services Department to insure operation within approved budget.
Develops policies and procedures of operation for Special Services Department in interpretation, execution of District policies.
Develops proposals for obtaining external funds, especially federal funding for Special Services projects.
Maintains a knowledge of government legislation, guidelines pertaining to Special Services functions.
Interviews, recommends hiring of new employees to maintain staffing patterns and strength for successful operation of department.
Supervises and reviews performance and development of permanent full-time employees; initiates or reviews actions for terminations.
Coordinates and evaluates Special Services components of both campuses.

QUALIFICATIONS FOR APPOINTMENT
Knowledge, Skills, and Abilities:
Comprehensive knowledge of college administration.
Comprehensive knowledge of principles and practices of counseling, especially counseling disadvantaged persons.
Comprehensive knowledge of grantsmanship and fundraising techniques.
Considerable knowledge of District policies and procedures.
Good knowledge of federal and state fair employment practices.
Good knowledge of principles and practice of budgeting in an academic (college/university) environment.
Ability to establish and maintain effective working relations with students, District employees, and the public.
Ability to communicate effectively, both orally and in writing.
EDUCATION
Master’s degree in education, counseling, or related field such as psychology or social psychology.
EXPERIENCE
Six (6) years of professional work experience in student guidance and counseling, counseling, or related field such as teaching disadvantaged students, with four (4) years at the supervisory level.
PHYSICAL REQUIREMENTS
