                            TITLE:  DIST DIRECTOR FOR FINANCE & ACCOUNTING

                                                             CLASS CODE:  4342

 

 

DESCRIPTION OF WORK

 

General Statement of Duties:

 

Responsible for the administration, management, and maintaining of the District's fiscal and business operations.

 

Supervision received:  Administrative direction

 

Supervision exercised:  Upper level manager

 

Responsible to:  Executive Vice Chancellor

 

 

DUTIES:*

 

Develops long-range financial plan through analysis of and integration with District's Master Plan, needs analysis, budget assumptions, and financial self-assessment of District.

 

Formulates financial management policies and procedures for the district to insure compliance with federal, state, and local laws, regulations, and financial accounting reporting requirements.

 

Reviews and strengthens financial and accounting internal controls to ensure protection of District's financial resources.

 

Develops and administers management control information program to collect and relate data, control financial transactions, and provide the financial information needed for management of departments and decision-making purposes.

 

Directs accounting, treasury, and other business operations of the District.

 

Develops guidelines to optimize revenue from District's auxiliary enterprises.  Serves as the district's Investment Officer.

 

Develops and implements the financial management strategy of the District.

 

Responsible for the annual setting of the tax rate on property taxes within the ACCD's taxing district, publication of notices and hearings, and presentation to the Board of Trustees for approval ensuring compliance with Property Tax Laws.

 

Final review of District-prepared financial statements prior to issuance by auditors.

QUALIFICATIONS FOR APPOINTMENT

 

Knowledge, Skills, and Abilities:

 

Comprehensive knowledge of principles and practices of financial management and budgeting in an academic environment.

 

Comprehensive knowledge of college administration and District policies and procedures.

 

Considerable knowledge of federal and state regulations on fair employment practices and District personnel policies and procedures.

 

Considerable knowledge of all community college federal, state, and local financial accounting reporting requirements.

 

Must possess required knowledge, skills, abilities, and experience or be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

 

Excellent communication skills.

 

Ability to establish and maintain effective working relations with District employees, District administration, and the public.

 

Ability to organize and direct major work operations, and to work under pressure of deadlines.

 

Ability to maintain consistent application of and compliance to business and fiscal policies and procedures throughout the District.

 

 

Ability to develop and implement an effective system of internal control to safeguard the assets of the district.

 

Ability to work effectively with the Chancellor and Executive Vice Chancellor to develop criteria, strategies, and set priorities in developing annual budgets.

 

Ability to interpret complex legal and financial requirements, identify organizational impact, and take appropriate action.

 

Ability to maintain confidentiality on sensitive issues.

 

EDUCATION:

 

Bachelor’s degree in Finance, Business Administration, Accounting, or Economics with certification as a Public Accountant OR a Master’s degree in Finance, Business Administration, Accounting, or Economics.

 

EXPERIENCE:

 

Ten (10) years of experience in financial management, with six (6) years at the administrative/supervisory level.

 

Proven experience in project management, computer-based financial analysis, reporting in a multi-college organization with administrative experience in higher education or governmental fiscal and business management functions highly preferred.

 

PHYSICAL REQUIREMENTS:
