PURPOSE:
Developing programs and processes that provide a service to students and/or other internal College or District customers.
ORGANIZATIONAL IMPACT
Expert Services or Work Unit Supervision provided by the employee in one or more of the following: - Organizing, planning for, developing, and directing a work unit. - Serving as an organization-wide expert in a professional or technical area.
DUTIES:*
1. Investigate the needs of the college and district staff; formulate system scope and objectives; develop designs to solve complex problems; develop information requirements and needed database(s); program systems to meet end user needs; act as project manager for major system implementations.
2. Develop work unit quarterly plans; assign personnel; review and evaluate the work of staff; consult with and coordinate work unit activities with other sections; prepare activity and progress reports.
3. Discuss information system topics and capabilities with users; provide alternatives on how supplied applications can meet new or changing end user requirements; give guidance and opinions on how current or planned application systems can best be used to support district departments.
4. Act as a mentor to subordinates on the most complex projects and applications; conduct both technical and functional training on application systems; review developed system and program solutions and provide suggestions and enhancements; provide technical guidance to personnel from other sections on application software matters; perform database administration functions.
5. Stay current on the latest information regarding information system technologies and application development directions; evaluate software system alternatives and make recommendations to management; develop pilot applications to exercise new technology possibilities.

KNOWLEDGE/SKILLS/ABILITIES:
Strong technical knowledge of application design and development in mainframe, PC, and client/server systems; IBM mainframe development languages, tools, and data access methods; database theory and practices; and end user department functions and duties.
Strong oral and written communication, supervisory, and organizational skills.
Ability to manage professionals in a project-oriented work environment; develop and maintain effective work relationships.

MINIMUM AND PREFERRED EDUCATION
Minimum: A Bachelor's degree.
Preferred: A Bachelor's degree.
Specifically, the position requires a Bachelor’s degree in the information sciences, business, or a closely related field.
MINIMUM AND PREFERRED EXPERIENCE
Minimum: Five to eight years.
Preferred: Nine to twelve years.
Specifically, the position requires eight years of progressively responsible work experience as a Programmer or Analyst, two of which were at a senior level and carried supervisory duties.
