OPERATING TITLE: DISTRICT DIRECTOR OF IR, EFFECTIVENESS, and
PLANNING

DESCRIPTION OF WORK
General Statement of Duties: Provides vision, innovation, and leadership for the administration, planning, and management of district-wide institutional effectiveness, including research, planning, and evaluation, and confirming progress and addressing Board of Trustees’ system-wide strategic goals.
Reports To: Vice Chancellor for Planning, Performance and
Information Systems
Supervises: Upper
level managers and support staff
EXAMPLES OF
DUTIES*
Directs
district-wide student outcomes assessment and evaluation of educational support
systems and infrastructures.
Collaborates
closely with District’s fiscal affairs to support linkages between planning,
evaluation, and budgeting.
Advice
Chancellor and Vice-Chancellor on implications of research findings,
measurement and evaluation outcomes, strategic planning, and fiscal impact
studies
Collaborates
with Information Technologies for development of infrastructure and user
assessment of data retrieval, tracking, and monitoring system
Provides
organizational leadership and direction to multi-institution team of research
personnel for standardization of data definitions, calculation methodologies,
and reporting mechanisms
Prepares and administer
department budget.
Performs other duties as assigned

QUALIFICATIONS FOR
APPOINTMENT
Knowledge, Skills, and Abilities:
Comprehensive knowledge of higher education policies and practices, and organizational and programmatic evaluation and assessment, including higher education state rules, regulations, and policies, preferably in a community college setting to include higher education data infrastructure systems.
Extensive knowledge of project planning and management and the ability to manage a multitude of ongoing processes where accuracy, timeliness, and appropriate analyses and conclusions are essential.
Demonstrated knowledge of strategic planning within a complex organizational structure
Skill in effective leadership, team and consensus building, and diplomacy in a higher education setting, preferably at the executive team level.
Outstanding sense of quantitative and qualitative data analyses, and thorough understanding of interrelated student, fiscal, human resources, and facility data systems for application of performance measurement, preferably at a multi-institution setting.
Ability to formulate data driven conclusions, exercise discretion and sound judgment within context of district-wide decision-making implications.
Ability to develop and nurture collaborative relationships with key stake-holders in multi-institution setting with possible competing interests
Skills in operational budget management and analysis of projected district-wide fiscal impacts resulting from new legislative rules, initiation of educational programmatic changes, or generation of new revenue streams
Excellent oral, written, organization, and managerial skills
EDUCATION:
Master’s degree in Education,
Sociology, Psychology, Statistics, Operational Research or related field.
EXPERIENCE:
Eight (8) years related experience in institutional assessment,
measurement and evaluation in a position of increasing responsibility and
capacity, with six (6) years at the
supervisory level.
