Goal IV. Capacity to Serve
Acquisitions and Administrative Services
Sylvia Morgan completed the Customer Service Certification program offered through the SAC ITIC. We continue to make good progress in this program as every employee in this department is expected to be certified prior to the end of the calendar year as part of our Process Improvement Projects.

The following is a statistical summary of activity for Acquisitions for the 12 months of FY07:
• We received 9,529 requisitions and 9,626 purchase orders were processed with a total dollar volume of $269,008,920.76. Cost competition/negotiations resulted in savings to the district of $827,398.00.
• There were 104 instructional sessions on various topics conducted for 700 ACCD personnel.
• A total of 105 formal solicitations were issued during the year, and over 150 active ACCD contracts of various types were administered throughout the year. A vendor database of approximately 5,600 vendors was maintained.
• Small, Minority and Women-owned Business Enterprise (SMWBE) activity for the year totaled $12,743,407.40.
• The cumulative overall average SMWBE participation for the 07 FY was 26.5% exclusive of CIP Construction expenditures. Certified SMWBE vendors represent 7% of the vendor database. SMWBE expenditures for CIP Construction are reported by the Facilities Department.

Materiel Management finished the annual inventory of Central Stores with a final variance of .08% for the year. The total annual inventory amount was $265,462.01 with annual sales of $223,882.

The new internal warehouse security system was installed with four internal cameras. This should aid in internal security for ACCD new acquisitions and surplus property.

Preliminary discussions are beginning with the architects, engineers and project manager regarding a proposed new distribution center next to the new physical plant for SWC on land which is part of Phase II of the SWC master plan.

Department of Public Safety
• During the week of September 12-18 Department of Public Safety (DPS) members responded to or generated 695 calls for service.
• DPS officers issued 194 Crime Prevention Reminders district wide as part of our crime prevention efforts.
• DPS officers provided 27 instances of Community Policing services such as safety escorts, participating in student orientations to our community.

Employee Services
• Compensation plan became effective September 1, 2007 and the first paychecks were distributed on September 14, 2007. ACCD increased the minimum wage for all full-time regular employees to $8.00 an hour. Other salary increases include: 3% for positions with salaries of $100,000 or above; 4.5% for full-time staff and faculty; 1.5% for adjunct faculty; 8% for part-time librarians and counselors; 4% for part-time hourly employees and continuing education instructors
• Over 17 jobs were modified to improve fairness and equity of pay. All employees impacted were individually notified with written communication, hand-delivered in most cases.
• The Benefits Unit conducted a New Hire Orientation for eight attendees.
• The Records and Information Systems Unit completed the vacation and sick leave year end report for Finance for the new fiscal year.

Facilities Operations and Construction Management
• Recognition ceremonies were held at SPC in honor of International Housekeepers Week. More than 40 SPC Housekeeping personnel were recognized for their contributions to the Alamo Community Colleges.
• The Capital Improvement Program (CIP) Citizens' Bond Oversight Committee met at St. Philip’s College Southwest Campus. A review of the Southwest Campus project was conducted.
• A grant scoping meeting was held with Northeast Lakeview College for a San Antonio Sports Foundation grant application for the design and construction of a baseball complex at Northeast Lakeview College.

Titan/Banner Projects Office
Created a “Student System Requirements Framework Model” based upon excellent input from faculty and staff that describes major student process activities and college administrative functions on a one-page pictorial graphic. It will serve as a fundamental tool with the development of our AS-IS Student processes.


 

 

 

Goal I. Access To Higher Education
The Department of Financial Services has awarded $69,529,051 to 19,737 (unduplicated) students for Fall 2007-2008.

The Department of Student and Community Program Development’s Southside Community Education Center has resumed their day/evening outreach visits to the Bob & Jeannie Bill Adult Learning Center’s GED classes for the fall semester as of September 17 through December 11th, and the Eastside Community Education Center presented college information at Zero Tolerance Facility and Southwest Preparatory (S.E.) Academy.

The Department of International Programs has 12 applicants who have been selected this year for the English Language Fellow Program (or ELFP). The ELFP is a 10-month teaching opportunity for English language educators to travel abroad, to teach and exchange language learning ideas. International Programs is responsible for recruitment and advising to English educators in seven states: Texas, Arkansas, Louisiana, Oklahoma, Kansas, New Mexico and Colorado. This year's candidates who have been interviewed and accepted in our region will be going to many countries, including Russia, Belarus, Turkey, India, Mexico, Qatar, and Guatemala. John Thomas is currently involved in interviewing and processing possible applicants for a recently added ELFP post in Montevideo, Uruguay.

Goal II. Student Support
The District Director of Student and Community Program Development met with District Director of Athletics to discuss reporting structures and the development of a student athletics (club) model for the district.

Goal III. Workforce Development
To date, the Westside Education and Training Center has enrolled 673 students and the Central Texas Technology Center has enrolled 498 students.

Dr. Federico Zaragoza, Vice Chancellor of Economic and Workforce Development and Duane Labom , Toyota provided testimony to the Governor’s Commission for a College Ready Texas on advanced skill sets required for advanced manufacturing jobs in the City of San Antonio.

The Department of Public Funding/Grants and Contracts conducted a meeting with all project directors at the ATC who are managing grants received by Alamo Community Colleges. These meetings are held twice a year to provide input on changes in procedures that may have occurred in the managing of grants received by Alamo Community Colleges.

Goal IV. Capacity to Serve
The SOAR Team completed the Fall 2007 TACC Survey and submitted it to the Chancellor.

Goal V. Organizational Communication
The Department of Governmental and Public Relations’ Phone Bank fulfilled 466 requests for college class schedules and catalogues and responded to 65 incoming calls from students. The department also coordinated media coverage for the LULAC Parent/Child Scholarship program in which 26 $1,000 scholarships were awarded to children less than six years old to attend one of our colleges when they graduate from high school. This program is the only one of its kind in the country. To date, LULAC has awarded $300,000 in this type of scholarships. Media coverage was KENS-TV, KABB-TV and the front page story in La Prensa.
