Goal IV. Capacity to Serve
Acquisitions
Preparations have been completed to implement the pilot programs for the ACCD Fuel Card, P-Card and Travel Card. Training for participants in the pilot program for the P-Card and Travel card will begin November 5, and implementation will commence after training is completed.
• Richard Anderson, senior purchaser, completed the “Basic Public Purchasing” program offered at the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin. This course of instruction is offered to purchasing professionals new to the public sector in the State of Texas.
• (Also Goal III Workforce Development) Materiel Management hosted a visit with Steven Lewis, director of service, trade, and industry from the Continuing Education Department at San Antonio College (SAC), and his students from Wilson Industries, to provide “real world” training on safety and logistics issues. The visit consisted of a tour of the ACCD Distribution Center, an overview of our current operations, and a discussion on daily safety issues and operational concerns. Students were provided a question and answer session at the end of the tour to share information and ideas pertinent to performing logistical support for a growing customer base in a large area of operations.
• Inventory Control issued 1,991 asset barcode tags in preparation for the arrival of the latest Dell consolidated computer purchase. Receipt of the Dell consolidated computer order continues. In excess of 2,200 parcels were received between Thursday and Saturday as part of the initial shipment.
• The Lemons Auction netted $22,505.00 for ACCD.
Inventory Control assisted Workforce Development in conducting an inventory of instructional equipment in over 42 departments. Simultaneously, 42 auction winners have come to pick up 137 lots of surplus property.
• Visits to local distribution centers are now taking place in preparation of the proposed new ACCD facility to be located at Southwest Campus. Northside ISD and the San Antonio Food Bank were the first two sites visited. Judson ISD, NEISD and Cy-Fair in Houston are scheduled for future visits as the schematic design progresses. The Food Bank facility was an excellent example of good design. This is proving to be a very helpful step in the design process.
• Planning has now started for the coming year’s furniture and equipment move-ins to new and remodeled buildings throughout the ACCD. Vince Buzzelli will organize and lead this effort supported by personnel from both Acquisitions and Materiel Management. Employees from these two areas will be stationed at each site to oversee the arrival and placement of all new equipment and furniture along with designated representatives from each college.

Department of Public Safety
During the week of October 24-30, Department of Public Safety (DPS) members responded to 647 calls for service.
• DPS officers issued 89 Crime Prevention Reminders district wide as part of our crime prevention efforts.
• DPS officers provided 46 instances of Community Policing services such as safety escorts and participating in student orientations.
• During the week of October 31-November 6, Department of Public Safety (DPS) members responded to 705 calls for service.
• DPS officers issued 106 Crime Prevention Reminders district wide as part of our crime prevention efforts.
• DPS officers provided 51 instances of Community Policing services such as safety escorts and participating in student orientations.

Employee Services
• Employee Services representatives met with Alamo Work Source representatives to discuss how to recruit and expand our applicant pools.
• Employee Services Managers and Generalists are working with the Titan/Banner project staff to analyze and evaluate the current processing of Personnel Action Request (PAR) forms as part of a new effort to find alternate ways to better serve both internal and external customers via electronic imaging.

Facilities Operations and Construction Management
• The project kickoff meeting for the St. Philip’s College (SPC) updated master plan was held. The updated master plan will help SPC in determining the college needs for the future.
• A meeting was held with SPC to assist the college in a homebuilding project where students will construct a home that is sold to a family. This will showcase the homebuilding program and the practical skills that the students learn. Facilities will support this project through fundraising, building permits and inspections and overall project management.
• Meetings were held with Mr. McKillop from Isle of Wight College in England to discuss facilities design and construction Mr. McKillop will be involved in the construction of a new community college similar to Northeast Lakeview College.
• The Sheridan Street Emergency Generator has been installed. The contractor is completing the final electrical wiring for the generator. The emergency generator will provide emergency power to DPS and telecommunications for the Sheridan Street offices in the event of a power outage.
• St. Philip’s College - Southwest Campus Building 3020 roof repairs project is substantially complete. This Priority One Preventive Maintenance project replaced 50% of the roof of the building.
• The landscaping improvements at 7990 Pat Booker Road are substantially complete. This project addressed pedestrian safety and erosion control issues and includes the installation of xeriscape native grasses and an irrigation system.

Fiscal Affairs
• A draft of the FY 2006-07 audit, excluding the management letter, has been completed and submitted to the external auditors.

Information Technologies
• Information Technologies (IT) met with the Student Outcomes, Assessments and Research (SOAR) office to discuss their web presence and to discuss project initiation in delivering scorecards and dashboards. These are high profile projects and have the chancellor’s executive sponsorship.
• Individuals from the IT Department attended the AT&T Network Leaders symposium that discussed business continuity and disaster recovery principles. AT&T also presented their facilities and services capabilities.
• Completed the initial Senate Bill (SB1231) capabilities to SIS=Plus that allows for the 6-course drop limit for first time in college (FTIC) students beginning fall 2007. More changes to SIS Plus will follow.
• ACCD is teaming team up with an outsourced vendor to provide technical support to the Blackboard Vista pilot users including faculty and students. Options will include website resources, knowledge base, live chat messaging and a toll-free 24/7 phone-in option. Blackboard Helpdesk initiative will benefit ACCD and it will greatly expand our current technical support for our e-faculty and e-students. ACCD Information Technologies is currently working on an RFP to implement this support initiative.
• Completed the faculty pilot courses on the WebCT CE servers and migrated them to the Vista development environment for the faculty to start preparing their courses for the spring 2008 semester.
• The Applications and Systems team lead by Roger Castro has added two new employees this past week. Phillip Zerda is a Senior Application Analyst/Programmer with the Student Systems Group and Hector Perez joins the Systems Group as a Senior Systems Analyst/Programmer.
• The Information Access Initiative team met with the Student Outcomes, Assessments and Research (SOAR) group from the colleges to initiate a project that will deliver Key Performance Indicator (KPI) scorecards and dashboards.
• The Client Services team planned and coordinated the Email desktop profiled rollout. The project involved hiring 10 temporary consultants to assist with the Email desktop profile implementation process.

Titan/Banner Project Office (also known as Project Management Office)
Banner Implementation
• Finalized Statement of Work for re-engagement of independent consultant Al LePage starting November 1st to work on various components of the ACCD Banner Finance Enhancement Project. His assignments will cover various components of the ACC Banner Finance Enhancement Project including:
• Implementation of Self-Service for Financials
• Process improvements of Financials application security on-going maintenance
• Selection of end-user Banner Reporting tool
• Assistance with preparation tasks for Grants implementation
• Reference support for Finance application questions

• Completed development of two Requests for Information (RFI) for external consultants to perform:
• Business Process Analysis
• Banner Grants Implementation

• Prepared a plan of action in response to Banner Financials Library needs with an ultimate goal of coordinating a specialized refresher Banner Finance workshop for librarians in November.

Other ACCD Projects
• Shared two Miami-Dade documents that describe their method and formula for “Productivity Tracking” with ACCD Budget, SOAR, and Institutional Research key personnel. These documents will assist with the building of ACCD’s Performance Budget. SAS is the software used for their Executive Reporting delivery tool and their formula reflects over 20 years of honing. Miami-Dade generously expressed their willingness to be a reference for ACCD with this endeavor.

 

Goal I. Access To Higher Education
The Department of Financial Services has awarded $79,607,113 to 21,821 (unduplicated) students.

The Department of International Program’s Cooperative States for Scholarship (CASS) students participated in a day of environmental classroom activities at West Cave Preserve and Pedernales State Park. They continue to work successfully in practicum settings in four area elementary schools.

The Department of Communications fulfilled 58 orders for catalogues and class schedules and fielded 60 student calls.

The Department of Student and Community Program’s Eastside, Westside, and Southside Community Education Centers hosted “La Familia Technology Open House” for community drop ins and visits and provide access to technology (computers) and information related to technical majors and fields of study at the Alamo Community Colleges. The WCEC and ECEC held the activities during evening hours and the SCEC held them during afternoon hours. The events were part of a grant provided by Career Communication Group, Inc. to celebrate technology and Hispanic Heritage Month.

The Department of Financial Services has awarded $79,457,632 to 21,769 (unduplicated) students.

Dr. Bruce Leslie, Dr. Adena Williams Loston and Dr. Eduardo Conrado hosted a meeting of Foreign Service Nationals (FSNs) at St. Philip’s College. Patrice Smith (SPC) and Suzanna Borawski (SAC) discussed international student services at the ACCD and introduced one foreign student each to address the group. The purpose of the visit was to gain a greater understanding of the community college system in the U.S.

Goal II. Student Support
The Department of Grants and Contracts will be attending the Community Colleges for International Development, Inc. Development Workshop in Washington, D.C. and will meet with representatives from HUD while in D.C. to discuss the Northwest Vista College proposal that was submitted for the development of a child development center. (Nov. 1st)

The Student Leadership Institute held its Service and Ethical Leadership Summit on Saturday,, October 27, at the San Antonio City Council Chambers. Panelists, Mary Alice Cisneros, City Councilwoman, Sylvia Romo, County Tax Assessor/Collector, Jennifer Ramos, ACCD Board Member, and Roberto Zarate, ACCD Board Chairman, participated and presented their perspective regarding the role of public servants and their personal decisions and values. SLI participants spent the afternoon in pubic service interacting with senior citizens at various nursing homes.

Dr. Lina Silva, district director of student and community program development, convened the district-wide retention committee.

Goal III. Workforce Development
To date, the Westside Education and Training Center enrolled 904 students and the Central Texas Technology Center enrolled 866 students.

Dr. Federico Zaragoza attended the National Council for Workforce Education Conference in Savannah, Georgia. Three presentations were done on the following: Partnership with Project Quest, National Hispanic Workforce Issues, and A Community College Partnership with the City of San Antonio Economic Development.

The ACCD submitted a $2 million application to the U.S. Department of Labor for consideration under the Community Job Training Grant Solicitation Request. The ACCD application proposes to establish two regional patient simulator centers (SAC & SPC) to increase our capacity to provide clinical opportunities for our students. The centers would support the ACCD goal of doubling the number of RN graduates over a five year period.

Dr. Zaragoza, vice chancellor for economic and workforce development, was elected to the San Antonio Manufacturing Association Board of Directors at their November board meeting.

Dr. Zaragoza convened the first meeting of the Alamo Community Colleges - Rackspace Response Team, composed of representatives from each of the colleges. The first step for the team will be to work with Rackspace and the Texas Workforce Commission to develop a $4 million training application. The response team is modeled after the ACCD-Toyota Team that successfully developed training programs for Toyota.

Goal IV. Capacity to Serve
The SOAR team provided technical assistance on survey development to the Digital Divide Committee, an Executive Report on Headcount Registration Progress for the vice chancellor of administration, an Executive Report on the Workforce Education Program Review Measures for the vice chancellor of economic and workforce development's meeting with the district-wide Program Review Committee, an Executive Report on ACCD’s Key Performance Indicators for the chancellor, annualized ACCD duplicated headcount for the last 12 years for the vice chancellor of administration, trend data on SAISD FTIC enrollments for the Connections Program, service area market rates for the associate vice chancellor of communications, and a Registration Progress Report.

Goal V. Organizational Communication
The Department of Communications met with a federal legislative consultant to begin developing coordinated efforts regarding federal legislative initiatives and federal grant requests, produced half page ad for the American Sunrise Gala program to be held November 13 and will recognize honorees Carol Burnett, Dr. Fernando Guerra, and Joe and Mary Esther Bernal.

The Department of Communications and SAC collaborated on a press release on the Texas Higher Education Coordinating Board’s Star Award for the LULAC Parent/Child Scholarship Program.

The Athletic Director administered the first swimming test to a new cadet class from the San Antonio Police Academy. 43 cadets were tested. Eight will receive swimming instruction in preparation for the final swim test to be administered in 13 weeks.

Palo Alto Natatorium hosted High School Class meet on Oct 26-27. 629 Swimmers from 34 high schools participated. Also hosted High School Dual Meets with participants from 16 area high schools and the PAC Distance Swim Meet. The USA Swimming meet had 146 distance swimmers from South Texas.

Dr. Lina Silva, district director of SCPD and SOAR Director, represented the ACCD at the Texas Higher Education Coordinating Board meeting to review accountability measures for Large/Very Large Colleges and make success recommendations to the board by Spring '08.
