Board
Policies
This
online policy manual is an unofficial copy of the
ACCD Policy Manual. It includes:
- LOCAL
POLICIES adopted by the ACCD Board of Trustees.
- REGULATIONS
approved by the Chancellor. Although not adopted
by
the Board, regulations are binding administrative
procedures that are
included in the manual to provide detailed guidance
on implementing
specific policies.
These
local policies and regulations supersede all previously
adopted local policies and regulations. To the extent
that any procedures, handbooks, or similar statements
of rules or policies conflict with the official Policy
Manual, the official Policy Manual shall control.
To the extent that any policy or regulation in the
official Policy Manual or any copy of the manual is
inconsistent with State or Federal law, the State
or Federal law shall control. The manual also includes:
- LEGAL
policies which are provided by TASB, the Texas Association
of
School Boards, as part of a subscription service
that helps keep school districts and community colleges
informed about changes in law resulting from new
legislation or court decisions. Legal polices are
included in the
manual as a general guide to laws that may be applicable
to community college districts (some apply only
to school districts). The ACCD Board
of Trustees does not adopt Legal policies, which
always remain subject
to interpretation by the Trustees and ACCD legal
counsel, including interpretation about whether
they apply to the ACCD.
- EXHIBITS
(forms, illustrative charts, definitions, other
supplemental material).
Nothing
contained in the official Policy Manual or any copy
of the manual constitutes an employment contract or
an offer to contract with any employee. Nothing contained
in the official Policy Manual or any copy of the manual
changes the employment-at-will status of any employee,
nor creates any additional rights, remedies at law,
or expectations of continued employment.
The
official ACCD Policy Manual is available for inspection
in the Chancellor's Office, 201 W. Sheridan, Building
A, San Antonio, Texas 78204. In accordance with policy
BE(LOCAL), it is the only authoritative ACCD Policy
Manual. Although unofficial copies of the manual are
available in each college president's and vice chancellor's
office and in this online manual, these unofficial
copies may not contain all of the changes approved
by the Board of Trustees. In the event of a discrepancy
between unofficial copies and the official Policy
Manual, the official Policy Manual remains the only
authoritative version.
New
and revised policies are added to this website approximately
30 days after Board adoption. Copies of newly adopted
and revised policies can be obtained from the District
Ethics and Compliance Office at 210 W. Sheridan, Building
C, San Antonio, Texas 78204 (210-208-8117). Questions
regarding policies may be directed to the District
