Course Information

Public Sector Management
is designed to give you a broad theoretical and practical understanding of the management of public organizations. In addition, this course emphasizes the study and understanding of management in public agencies. It examines the issues, problems, and opportunities that confront modern public managers at all levels of government. This semester, the course will also emphasize the use of the case study approach to highlight important issues in the job of the public manager. Additionally you’ll further develop and hone your critical thinking skills as you participate in group discussions and course assignments.

Learning Objectives

  • Know the ways in which management in the public sector distinct from management in the private corporate sector.
  • Know principles of organizational behavior.
  • Understand planning and strategy as creative and key management functions.
  • Understand problems of implementation and how implementation can be evaluated.
  • Know functions of budgeting, finance, and personnel administration.
  • Demonstrate an understanding of the Administrative state.
  • Analyze the theory of public organizations and how public administrators manage public policy implementation.
  • Understand the concept of public fiscal management and taxation.
  • Formulate concepts of public personnel management and the relationship of labor unionism.
  • Recognize the importance of communications with constituencies
