Biography

I received my Ph.D. in Political Science from the University of Texas at Austin in 1986.  My specialization was International Relations/US Foreign Policy (National Security & Arms Control) & American Institutions (Presidency & Congress).  I was awarded post-graduate fellowships at Stanford University and Harvard University where I specialized in European security and arms control. Later I was awarded a fellowship as a researcher and guest lecturer at the Russian Diplomatic Academy in Moscow where I lectured on Arms Control and US foreign policy after the cold war.  My publications have been in the fields of US foreign policy, arms control, European security, and environmental politics.  I have taught a number of places including: George Washington University, American University, and Central European University in Budapest, Hungary.  As a result of what I learned from my students at Central European University, some of whom witnessed human rights abuses, I plan to direct all my research and policy efforts in the future to human rights and foreign aid issues. I love to read (e.g. Fyodor Dostoevsky, Umberto Eco, Gabriel Garcia-Marquez, Alan Furst), play chess w/ my son, play racquetball (always looking for partners - contact me if interested), and listen to music (e.g. Van Morrison, Bob Dylan, James McMurtry, Marc Cohn). If interested, you may consult my vita for more information on my professional background.  I love to teach & look forward every semester to teaching.

Dedication

I dedicate these courses, as I do all my work, to my son,  Benjamin Philip Rogers.

Ben is a true child of the internet generation. His wit, often at my expense, keeps me humble.

His very existence -  gives my life meaning.
