Web Publishing Policies

 

SAC WEB  COMMITTEE   PHILOSOPHY:
The SAC Web Committee is always open to helpful suggestions for improvements. Its members assume that current and potential students will be the most important users of the page. The committee's primary role is to facilitate web development by offering advice, instruction and developing a basic structure. The current members of the committee are as follows:

The committee has agreed on the following points detailed below:

DEFINITION   OF   A   HOMEPAGE:
A home page is an electronic "home," typically for an institution or person, and there is a long list of home pages for community colleges, colleges and universities throughout the world. Using a relatively simple programming language, Hypertext Markup Language (HTML), or an HTML editor which eliminates the programming, these electronic pages can include text, color photos and graphics, video (including live video), and sound.

WEB PAGE   CONTENT   SHOULD   BE:

  1. representative of the whole college,
  2. user-friendly (logically organized, non-bureaucratic),
  3. responsive (allowing for questions asked and answers given by email or phone),
  4. informative,
  5. fun/"cool stuff" (providing space for creative expression), and
  6. attractive.
Guidelines and recommendations are preferable to policies whenever possible. Web pages will be developed within the overall guidelines, policies and procedures of the college and district.

The departments know best what material is appropriate for their own home pages; therefore, the departments must assume responsibility for developing and maintaining their web page materials.

POLICIES:
Responsibility:
Department or Office Pages: Each department or office will be responsible for its own portion of the college home page.

Personal Pages:
Individual faculty, staff or administrators who want to develop an individual, or personal, home page will need the approval of that department's chairperson, director, or appointed web page developer so their page may be linked to the department's home page.

Disputes:
Any dispute about the posting of materials within a department can be settled in the manner of other departmental disagreements or problems.

Legal Requirements:
Everyone who publishes on the SAC Home Page will abide by all the department, college, District, city, state, and federal policies, rules, and laws that they must abide by anyway. These include, but aren't limited to, matters of copyright, obscenity, sexual harassment, and hate speech. A helpful compilation of links relevant to these issues (including a recent court decision, primary legal materials, current legislation, Internet resources, and an overview of copyright law) may be found at Stanford University Libraries' Copyright and Fair Use page.

Web developers are cautioned to use: 1) licensed software, 2) freeware, or 3) shareware for which they have paid the required fee. Dreamweaver MX 2004 is available for use at the Instructional Technologies & Innovation Center: Dreamweaver MX 2004 may be acquired from College Information Technologies. Both Netscape and Internet Explorer also may be downloaded from the ACCD FTP site for free.

Page Layout:
All top-level department or office pages should contain at least one hotlink to the San Antonio College homepage as well as an email address of the individual(s) responsible for maintaining the page and/or handling inquiries. Subsequent pages should contain hotlinks to return to the top-level page. PROCEDURES:
Authorization:
The chairman or director of each office will identify one or more people to develop that department's home page material .  The selected person/persons must have completed the Webmaster Certification or be a Certified Internet Faculty.  You must be certified in order to qualify for a web folder.  Pages for faculty who are not certified may be administered by certified webmasters/internet faculty.  Each department will set up its own approval process for web pages, but it is assumed that any material appearing on a department's pages has been officially approved by that department.

Application:
The person(s) selected to develop a department's pages will fill out the "ACCD Web Page Owner Agreement" form, available through the PALS Employee tab, Web Page Agreement Form, 4th link from bottom in the left column. Please fill in the necessary

Activation of Link:
After designing and uploading the department's web pages, the authorized web developer should contact contact Mark Goodspeed (mgoodspeed@mail.accd.edu), the SAC Web Master, to request that the new pages be actively linked to the SAC web site.

GUIDELINES / RECOMMENDATIONS:

Content:
To be clear and inviting to students and the general public:

Avoid bureaucratic jargon when possible

  1. Project a friendly and welcoming atmosphere or tone.
  2. Maintain pages with current and accurate information. Update pages at least once each academic year.
  3. Keep in mind that all information posted on the SAC Home Page is available to people all over the world.
  4. Acknowledge any html editors and images used on your pages.
  5. Maintain ADA (Americans with Disabilities Act) compliance by checking each web page with the Check Page command (Accessability) in Dreamweaver.

ADDENDA
Academic Freedom:
It is recommended that the Faculty Senate meet to discuss academic freedom implications of web publishing, such as development of class materials. (For example, when is web material equivalent to a textbook or just handouts; when links are made outside the SAC Home Page, what reasonable disclaimers should be provided - especially if the links are to potentially controversial sites?)

Assistance/Resources:
The Instructional Technologies & Innovation Center sponsors workshops for using web page editing software.

Web developers who want feedback on their pages before they are "hot-linked" may email their URL (Uniform Resource Locator) to John Hammond (jhammond@accd.edu) who will email the address to committee members to request their feedback.
