Minutes Faculty Senate Meeting
Wednesday, February 28, 2001

2:30 p.m.
Meeting called to order at 2:35 p.m. by Dr. Tim Nealon, Faculty Senate President. Dr. Nealon indicated the bulk of the meeting would be dedicated to the Constitution Revisions.
Correction submitted by Emily Staats re: District Student Affairs Council - "The Council is composed of representatives for students, faculty, staff and administration from all campuses and district from all areas that affect student life: financial aid, registration, enrollment, parking/safety, counseling…... The Council's recommendations are forwarded to the Executive Vice Chancellor."

Donna Stetz, Corresponding Secretary, indicated letter re: late registration will not be sent due to Dr. Tatum taking action on this already by establishing a committee to work on the issue. Dr. Nealon recommended the letter be kept on file for future reference if needed.
Donna also mentioned that the letter addressed to the Chief of Security regarding the parking query has been reviewed with Dr. Nealon and will be delivered.
Faculty Senate Vice President, Dee Joseph, commented that the Constitution Revisions will have an impact on the Election Committee and indicated she would comment on this committee in conjunction with the Constitution Committee report.
Dee Joseph, Committee Chair, conducted an overhead presentation of the current constitution and the proposed changes. She reviewed timelines (Critical Dates):
March 1 April 1 - Give electorate constitution amendments 30 days prior
to vote
March 11 List of Eligible Electorate on website
March 21 Faculty must file intent to run with Election Committee (Dee
Joseph, djoseph@accd.edu, James Brown, jbrown@accd.edu)
April 2 Vote on Constitution
April 11 - Annual Election
Dee provided an overhead which listed all the amendments being proposed and outlined the process to be incorporated for the proposed amendments during this meeting. She clarified that this process was to give Senate members present an opportunity to comment and vote on the proposed changes for the purpose of tweaking the proposed changes prior to their publication for the electorate to comment and vote.
All together 19 amendments were discussed and voted on by senate members. All but two amendments were unanimously voted on favorably. The two amendments that had an opposing vote were:
Amendment 15 - Section B. Officers of the Senate and their duties. One senator opposed. Reason for opposing - did not feel the duties of the officers should be included in the constitution.
Amendment 17. Article VI Committees. One senator opposed. Reason for opposing - felt the inclusion of the committee responsibilities would make the Constitution too lengthy.
The current Constitution does not have a preamble, so one was created and presented to the Senate for consideration. Senate members present discussed, tweaked, voted, and approved the inclusion of the preamble as an amendment for the electorate to vote on.

Lester Hall, Chair of this committee, reported that committee continues to make progress and indicated the committee would be meeting soon to address the faculty excellence award.
Dr. Nealon reported he has been in contact with Nacho Orozco, from SAC. He will be forwarding a copy of the employee development day survey they distributed at SAC for consideration of its use at SPC.
Electorate present participated throughout the constitution revision process.
