Call To Order
Tim Nealon called the meeting to order at 3:03 p.m.
Approval and Correction of Minutes
Sylvia Phillips read the minutes from the April 25, 2002 meeting.
Eleanor Seiferth noted that her name was deleted from the "members absent" section. A copy of the corrected minutes will be emailed along with the minutes for the August 28 meeting.
Treasurer’s Report
Sandra Snavely stated that there is currently $227.28. More funds will be available after September 1.
Old Business
Committee Reports
Faculty Hearing Committee
- No one was present to provide a report.
Promotion Appeals Committee
Time Nealon reported that this committee is still "in the works."
Constitution Committee
- This committee has not yet met for the fall semester, but to date, the constitution has been updated.
Professional Concerns Committee
- There is a distinct possibility that The Faculty Handbook will be completed by Friday, September 6.
Awards Committee and Faculty Development Committee
- Membership for these committees must be established. At the September Faculty Senate meeting, we will assign members to serve on these and other committees.
Teaching Loads
- In future semesters, faculty members teaching double overloads may be required to teach them in the evening.
- Triple overloads will no longer be allowed.
- The practice of hiring full-time temporaries may be phased out in future semesters.
- The issue of teaching overloads will once again be included under the "Old Business" section of the Faculty Senate meeting for September.
Ceremonial Mace
- Dr. Runnels asked Tim Nealon to meet with her in her office on Wednesday, August 21, to speak with him about some issues, including the ceremonial mace. The chancellor voted against it (5 against, 3 in favor). Even though Dr. Runnels was in favor of it, the chancellor felt $5000 was too expensive.
- Tim Nealon and the president would like to see if someone at the Southwest Campus could create one for St. Philip’s. Perhaps it could be modeled off of the one made from granite at Southwest Texas State University or from one in a catalog.
Chair Evaluations By Faculty
- This issue will be addressed further at the September Faculty Senate meeting.
Faculty Duties
During Registration
- Tim Nealon expressed concern that remedial students are withdrawn from non-remedial classes without school officials notifying the faculty members.
- We need to address the need for better communication between the registrar, assessment, and faculty members at the September Faculty Senate meeting under "new business."
- Hours for working registration vary from department to department. Tim Nealon reported that in the Natural Sciences Department, faculty are expected to work 20 hours per week to advise students, including one night and Saturday morning. Faculty are expected to spend additional hours preparing for courses.
- During registration, it is legitimate for faculty to be called upon to answer the telephones.
During the Summer
- Faculty sign summer contracts and work in a similar manner to adjunct instructors.
- Theoretically, if a faculty member does not sign a summer contract, he or she is not required to perform duties.
- There was concern about faculty members being docked
Fall Employee Development Day
- Dee Joseph is on the Fall Employee Day Committee. She will provide a report at the September Faculty Senate Meeting.
New Business
Faculty Senate President’s Report
President’s Cabinet Meeting
The president’s cabinet meeting was cancelled due to registration and has been rescheduled for Tuesday, September 3.
Academic Affairs Meeting
- Although Tim Nealon spent an hour and twenty minutes at the meeting, only four of 14 items on the agenda had been discussed by the time he left.
- Dr. Byrd discussed the small class reports. Classes with fewer than 15 students and labs with fewer than 10 students are considered "too small" and must be deleted.
- Dr. Byrd talked about our posture as educators in the light of controversy. Recently, the press has reported on alleged unfavorable activities at the ACCD. If the press requests an interview, faculty should decline comment and perhaps say something similar to "My role is to teach at St. Philip’s College."
- Where release time is concerned, faculty members with 40% release time are expected to spend 3 duty hours in the work area, or 1.5 hours per day. Dr. Byrd wants the faculty to be more visible.
- Until now, faculty members going for higher degrees could receive $100 per credit hour. Now, the $100 will go instead toward conference and workshop attendance and academic research. According to the provisions of Title III, requests for travel funding must demonstrate how the faculty member plans to use the information learned from the conference to improve his or her teaching. Publications written with the aid of Title III funds must include the name of St. Philip’s College in the "credits" or "acknowledgement" section. This funding should help faculty members with travel expenses and scholarly research.
- Currently, there is an Upward Mobility fund, which provides $1500 for the completion of college coursework. Priority for Upward Mobility funding, however, is given to individuals working on baccalaureate degrees.
Meeting Time of Faculty Senate Meetings for 2002-2003
Tim Nealon felt there were not enough members present to discuss this issue. This item will be examined at the September meeting. Until then, the meeting time will remain as the fourth Wednesday of the month, 3:00 pm, Science Building, Rm. #208.
Electorate To Be Heard
- Four guests were in attendance, including Osvaldo Barreneche, our Fulbright Scholar in Residence. He attended our meeting to learn more about St. Philip’s.
Additional Items For Future Discussion
- Student Grievance Procedures
- Faculty Senate members feel that students should be required to have a formal meeting with a faculty member before a grievance is forwarded higher up the chain of command.
- Good and Bad Issues Affecting Faculty
- Policy About Changing Student Grades
- Faculty members are concerned that when they ask the registrar to withdraw students before the census date, the students are not withdrawn. If students are withdrawn after the census date, the faculty members must assign "W" grades, which can reflect unfavorably upon faculty members at performance evaluation time.
