State and Federal Grants

Financial Assistance that is awarded to students and does not need to be paid back. St. Philip's College participates in both Federal & State Grant Programs.
Federal Pell Grant Program (Pell)
This is the largest federal grant program.
Requirements for Pell Grant eligibility are:
- Must be an undergraduate student
- Must complete the Free Application for Federal Student Aid
(FAFSA)
- Must demonstrate financial need.
- Must maintain Satisfactory Academic Progress (SAP)
Federal Supplemental Educational Opportunity Grant (FSEOG)
This grant is a campus-based program. It is based on availability of funds and is administered directly by the Financial Aid office.
Requirements for the FSEOG are:
- Must be an undergraduate student
- Must demonstrate exceptional financial need
- Must be enrolled part-time (at least 6 credit hrs)
- Must complete the Free Application for Federal Student Aid
(FAFSA)
- Must maintain Satisfactory Academic Progress (SAP)
Texas Public Education Grant (TPEG):
The Texas Public Education Grant is a state grant. It is based on availability of funds and is administered directly by the Financial Aid office.
Requirements for the TPEG are:
- Must be a Texas resident
- Must demonstrate financial need
- Must be enrolled part-time (at least 6 hrs)
- Must complete the Free Application for Federal Student Aid
(FAFSA)
- Must maintain Satisfactory Academic Progress (SAP)
Texas Public Education Grant for Continuing Education (TPEG-CE):
The Texas Public Education Grant for Continuing Education is a state grant. It is based on availability of funds and is administered directly by the Financial Aid office.
Requirements for the TPEG-CE are:
- Must complete the Free Application for Federal Student Aid
(FAFSA)
- Complete the Texas Public Education Grant - Continuing Education application (available in the Financial Aid office)
- Registration bills must be submitted to the Financial Aid office at least 10 working days before the first day of class
Important Information:
- Due to limited resources, award is based on cost of classes --- $499 or less will be paid in full; classes $500 or more, only 50% will be paid
- Students cannot use the Federal Pell Grant or apply for Federal Loans to pay for Continuing Education classes
- Students cannot be in default on a Federal Loan or owe on a State/Federal Grant
- Students receiving V. A. Educational Benefits, Hazelwood or other tuition assistance are not eligible
- Eligibility is based on Expected Family Contribution as determined by the
FAFSA

Leveraging Educational Assistance Program Grant (LEAP):
The LEAP Grant is a state grant that is based on availability of funds and is administered directly by the Financial Aid office.
The requirements for the LEAP are:
- Must be Texas resident
- Must demonstrate financial need
- Must complete the Free Application for Federal Student Aid
(FAFSA)
- Must be an undergraduate student
- Students cannot be in default on a Federal Loan or owe on a State/Federal Grant
- Eligibility is based on Expected Family Contribution as determined by the
FAFSA
- Must maintain Satisfactory Academic Progress (SAP)
Special Leveraging Educational Assistance Program Grant (SLEAP):
The LEAP Grant is a state grant that is based on availability of funds and is administered directly by the Financial Aid office.
The requirements for the SLEAP are:
- Must be Texas resident
- Must demonstrate financial need
- Must complete the Free Application for Federal Student Aid
(FAFSA)
- Must be an undergraduate student
- Students cannot be in default on a Federal Loan or owe on a State/Federal Grant
- Eligibility is based on Expected Family Contribution as determined by the
FAFSA
- Must maintain Satisfactory Academic Progress (SAP)
Academic Competitiveness Grant (ACG):
The Academic Competitiveness Grant is a new federal grant. First-year undergraduate students will be eligible to receive up to $750. Second-year undergraduate students will be eligible to receive up to $1,300.
The ACG eligibility criteria are listed below:
- Be a U.S. citizen
- Must complete the Free Application for Federal Student Aid
(FAFSA) and be eligible for pell grant award.
- Be enrolled full-time in a degree program
- Be enrolled in the first or second academic year of his or her program of study at a two-year or four-year degree-granting institution
- Have completed a rigorous secondary school program of study (after January 1, 2006, if a first-year student, and after January 1, 2005, if a second year student)
- If a first-year student, not have been previously enrolled in an undergraduate program
- If a second-year student, have at least a cumulative 3.0 grade point average on a 4.0 scale for the first academic year.
Toward EXcellence, Access and Success Grant (TEXAS Grant):
The Toward Excellence, Access and Success Grant is a state grant. It is based on availability of funds and is administered directly by the Financial Aid office.
Requirements for the Texas Grant are:
- Must be a Texas resident
- Must demonstrate financial need
- Graduate of an accredited high school
- Must be enrolled three-quarter time (at least 9 hrs)
- Have completed a rigorous secondary school program of study
- Must complete the Free Application for Federal Student Aid
(FAFSA)
- Must maintain Satisfactory Academic Progress (SAP)
Texas excellence opportunity grant (teog):
The Texas Excellence Opportunity Grant is a state grant. It is based on
financial need, availability of funds and is administered directly by the
Financial Aid office.
Requirements for the TEOG Grant are:
- Must be a Texas resident
- Graduate of an accredited high school
- Must be enrolled at least halftime (6 hrs)
- Must be within the first 30 attempted college hours
- Must not be eligible for the TEXAS Grant Program
- Must complete the Free Application for Federal Student Aid
(FAFSA) and have less than $2000
Expected Family Contribution
- Must maintain Satisfactory Academic Progress (SAP)
Educational Aide Exemption:
The Educational Aide Exemption is a state program created for educational aides and future teachers. Awards cover tuition and fee costs.
Requirements for the Educational Aide Exemption are:
- Must be a Texas resident
- Must complete the Free Application for Federal Student Aid
(FAFSA)
- Have been employed as an educational aide, for at least one of the past five school years, or as a substitute teacher for 180 days of the past five school years preceding the term or semester for which the student is awarded his or her initial exemption
- Be currently employed by a Texas public school district
- Enroll in courses leading to teacher certification
- Meet academic requirements established by the college or university
Eligibility:
The school district where you are employed and the financial aid office determine your eligibility for this program
Application Process:
- Complete the admissions and financial aid process at your college, including the Free Application for Federal Student Aid
(FAFSA).
- Download the Educational Aide Exemption application (2006/07) or call the Texas Higher Education Coordinating Board at (512) 427-6387 (Austin metro) or (800) 242-3062, ext. 6387 (outside Austin) to get a printed application. (Please read the
EAE instructions before completing the application.)
- Complete Part I of the EAE Application and give it to a school or school district official.
- The official completes Part II of the EAE application and sends it to the Director of Financial Aid of the college the aide will attend.
- The Financial Aid Office completes Part III and forwards the form to the Texas Higher Education Coordinating Board.
- The Board selects recipients and announces awards for the semesters applicants are eligible for.
